Patrick Nolan retired from HSBC in 2021 following a 34‑year international career in corporate and investment banking across London, New York and Toronto. Senior executive roles included Vice Chairman, Global Banking; Global Head of Corporate Banking; CEO, Global Banking & Markets, Americas; and Head of Investment Banking in Canada.

Patrick is Founder of Delfina Advisory Ltd, providing strategic advisory services to financial services businesses. He also chairs the Risk & Investment Committee of BQF and is Chair of Imagine Liverpool, supporting Liverpool’s Metro Mayor and City Council on urban regeneration. His wider board experience includes roles with Freston Ventures, G3, the UK ASEAN Business Council, the Institute of International Bankers and the Council of the Americas. Patrick is a graduate of the University of Manchester and an Associate of the London Institute of Banking & Finance.

Emma Frost is an international economic development specialist with expertise in innovation ecosystems and integrated urban regeneration. She played a leading role in delivering the London Olympic and Paralympic Legacy, overseeing innovation, sustainability, community and business development across Queen Elizabeth Olympic Park over a ten‑year period.

Emma led the formation of SHIFT, the inclusive innovation district at the Olympic Park, and continues to work globally as a strategic advisor on place‑based innovation systems. She is Chair of the UK Innovation Districts Group, an Honorary Professor of Practice at UCL, and an associate of The Business of Cities and Connected Places Catapult. Emma brings extensive experience across urban development, governance and sustainable growth.

Dr Susie Mitchell is a senior leader in innovation and place‑based growth, with experience spanning research, public policy and major international programmes. She began her career in cancer research at the University of Glasgow before moving into NHS R&D management and public policy roles focused on health and equality.

Susie led accessibility for the Glasgow 2014 Commonwealth Games and spent over a decade as Programme Director for Glasgow City of Science and Innovation, strengthening the city region’s innovation‑led growth. She founded Scotland’s national innovation summit and co‑authored Glasgow City Region’s £33m Innovation Accelerator Plan. Susie is currently Head of the Glasgow Riverside Innovation District and an experienced non‑executive board member, with a strong commitment to diversity in STEM.

Lord Stewart Wood has worked at the highest levels of Westminster and Whitehall for nearly two decades, combining senior political leadership with academic expertise. He served as a senior special adviser to Gordon Brown at HM Treasury and No.10, leading work on major economic, cultural and international policy issues, including the London 2012 Olympic bid and the response to the global financial crisis.

He later led Ed Miliband’s Labour leadership campaign and served as his chief adviser after appointment to the House of Lords. Lord Wood is a senior Labour member of the House of Lords EU Committee and previously served on the International Relations Committee. Alongside his political career, Stewart is an Oxford academic and Harvard PhD graduate, writing and lecturing internationally on politics and public policy.

Anastasia Nishnianidze is a senior international trade and investment leader and currently serves as Trade and Investment Director at the City of London Corporation. She leads strategies to support global trade, attract foreign direct investment and strengthen the City of London’s international competitiveness across financial and professional services.

Her career spans senior public sector leadership in international trade promotion, investment facilitation and market development. Prior to joining the City of London Corporation, Anastasia served as Australia’s Trade and Investment Commissioner, covering the UK, Ireland and the US West Coast. Ana brings extensive experience working across government, regulators and private sector stakeholders to support cross‑border business growth and place‑based economic development.

Andy Hunt is a regeneration, planning and placemaking specialist with over 30 years’ experience shaping policy and delivering complex development projects across the UK. His career spans senior roles in government, consultancy and industry, advising public and private sector clients on major housing, infrastructure and economic development schemes.

Andy has played a key role in shaping and implementing national planning and regeneration policy, with a strong focus on evidence‑based delivery and community benefit. He co‑founded a consultancy advising organisations including LandSec, British Land, Berkeley Homes and the Mayor of London. Andy now leads Quod’s Infrastructure and Economics team, specialising in urban regeneration and major infrastructure projects, and is currently Interim Bid Director for Anglesey Freeport.

Andy Hunt

Deirdra Armsby is a senior place strategist and placemaker with 35 years’ experience shaping how cities plan, govern and evolve. She has worked across some of London’s most complex political and urban environments, leading planning and regeneration services that integrate policy, design, governance and community insight.

As a Director and Chief Planning Officer, Deirdra has consistently focused on long‑term public value, balancing delivery with inclusive, future‑focused change. In 2025, she founded her own advisory practice, supporting public, private and commercial organisations on place‑based strategy and regeneration. Alongside her advisory work, Deirdra contributes to housing, mental health and equality networks, championing human‑centred approaches to regeneration and public service leadership.

Louise joined NHS England in November 2024 as Regional Director for the North West, overseeing healthcare for more than 7 million people in the region.

She was Chief Executive at Alder Hey Children’s NHS Foundation Trust for 16 years, successfully leading the Trust through a major transformation into Europe’s only Children’s Health Park. Previously CEO of Liverpool Women’s Hospital, Louise first joined the NHS as Director of Business Development at Birmingham Heartlands Hospital in 1993 from KPMG.

A graduate of the University of Cambridge, Louise has a life-long interest in the Arts, was appointed Chair of the Royal Liverpool Philharmonic Board in November 2022 and plays violin for the Liverpool Mozart Orchestra. She was awarded a CBE for services to healthcare in 2017 and became an Honorary Fellow of Liverpool John Moores University in 2023.

Nic Byrne is a Liverpool entrepreneur building multiple businesses in the city while raising her family. A proud Scouser, she cares deeply about the city’s future and the opportunities available to young people growing up here.

She leads Girls With Dreams Club, a social enterprise helping girls build confidence, find their voice and explore new possibilities beyond the classroom. Her work is rooted in community, connection and real-life experience. As a member of the Imagine Liverpool board, Nic brings energy, insight and an unwavering belief in the city’s potential.

Jimmy Mulville is a leading figure in the UK’s creative industries and a founder of Hat Trick Productions, established in 1986. Under his leadership, Hat Trick has grown into one of the country’s most successful independent production companies, producing acclaimed comedy, drama and entertainment for UK and international audiences.

In the United States, Hat Trick launched Whose Line Is It Anyway?, the first British television format recreated for American network television by a British producer. Jimmy received the BAFTA Award for Outstanding Creative Contribution to Television and is a Fellow of the Royal Television Society. Before moving into television, he worked in BBC Radio, producing the award‑winning Radio Active. He recently received an honorary doctorate from the University of Liverpool.

Jimmy Mulville

Bronwen Rapley is the former Chief Executive of Onward Homes, one of the largest registered providers of social housing in the North West, managing over 35,000 homes across the region. During her tenure, she led a strong focus on regeneration, sustainability and inclusive growth alongside a significant programme of new housing delivery.

Prior to joining Onward, Bronwen held senior roles at the Regulator of Social Housing, leading investigation and enforcement activity. She has extensive experience in housing governance, regulation and national policy. Bronwen has held leadership positions including Deputy Chair of the National Housing Federation and Chair of Homes for the North, and brings deep expertise in housing, regeneration and long‑term public value.

Mitchell Silver is an internationally recognised urban planner, thought leader and strategic advisor with over 40 years’ experience in planning, parks and placemaking. He is widely respected for his leadership on contemporary urban challenges and for delivering people‑centred planning solutions in cities across the United States and internationally.

Mitchell has served as Commissioner of the New York City Department of Parks and Recreation, Chief Planning Officer in Raleigh, North Carolina, and President of both the American Planning Association and the American Institute of Certified Planners. His work has been recognised globally, including being named among the world’s most influential urbanists. He is a Professor of Practice at the University of North Carolina at Chapel Hill and a contributing author to leading planning publications.
