Peel L&P’s Liverpool Waters is a globally significant, 30-year vision to completely transform the city’s northern docks, creating an ambitious, sustainable, world-class, high-quality, mixed-use waterfront and bringing life back to the historic docklands.
As the largest single development opportunity in the city, Liverpool Waters is a seamless extension of both Liverpool’s Commercial Business District and its iconic world heritage waterfront.
Extending to over 2km along the banks of the River Mersey, the scheme has outline planning permission across 60 hectares, and will help drive substantial economic growth for Liverpool and the city region.

As the largest single development opportunity in the city, Liverpool Waters is a seamless extension of both Liverpool’s Commercial Business District and its iconic world heritage waterfront. Liverpool Waters, alongside its sister project Wirral Waters, form the UK Government endorsed and internationally promoted ‘Mersey Waters Enterprise Zone’.
Liverpool Waters is a multi-use development that is proposed to incorporate offices, visitor attractions, retail, leisure, education, an international football stadium and community uses as well as a significant residential presence.
Recent completed residential projects total 600 new homes, with more in the immediate pipeline. Everton FC’s £500m stadium is currently under construction, as is the £70m Isle of Man Ferry Terminal.
The coming years will see the completion of Princes Dock with a new cruise liner terminal and hotel, new residential developments and new commercial space, bringing the number of new homes in this neighbourhood to over 600, and a total of 17,000 sq.m of high-quality office space, as well as hotels, restaurants, and a range of amenities.
Central Docks will see a range of developments, adding to the already occupied 237 new homes, new link road and other infrastructure completed in the last two years. A new multi million pound ferry terminal to the Isle of Man is onsite now, and expected to complete in 2022.
Currently in planning is a £100m development that incorporates 330 new smart homes and significant investment in public realm. Several other developments of similar size are in the pipeline and set to be delivered in the coming years.
