Liverpool’s Upper Central development is a top-class investment opportunity. Featuring a new, £2 billion international gateway development plan, covering 56 acres of prime real estate, in the heart of Liverpool City Centre, Upper Central will deliver an enviable location for business.
Upper Central, the gateway to the City’s Knowledge Quarter, provides a key link between Liverpool’s universities and the Main Retail, Cultural and Ropewalks areas.

With over £1.2 billion having been invested in the Knowledge Quarter since 2012, and a further £1.8 billion either currently on site or proposed, Upper Central is to play a major role in providing space for new facilities and businesses that will include educational uses, leisure, public exhibition space, offices, digital and creative industries, medical research institutions, hotels, residential and student accommodation.
Recent investment in Upper Central has seen completions of the £39 million Lime Street Gateway project that includes a 101 bedroomed Premier Inn Hotel alongside a 412 bedroom student accommodation block and ground level retail/leisure/commercial units
Liverpool City Council produced a Strategic Regeneration Framework (SRF) in 2019. They will shortly be commissioning consultants to undertake a review of the SRF and produce a masterplan identifying key development opportunities due for completion by early 2024.
Upper Central will attract investment and become a magnet for the digital, tech and creative sectors with the aim of achieving three key goals:
– A vibrant new city centre district that can accommodate a mix of uses that blurs the boundaries between surrounding districts, with 2.5m sq ft of new development opportunities and up to 7,000 new jobs.
A new sustainable, walkable and recognisable gateway location within the city, promoting pedestrian movement, permeability, increased dwell time and a positive first impression to millions of residents and visitors arriving into the city centre at Lime Street or Central stations.
An exemplary mix of modern design and iconic historic buildings set within high quality public realm that creates a sense of place, distinctly Liverpudlian and attractive to residents, visitors occupiers and investors.
